Right now the ui-admincentral bootstrap config.modules.ui-admincentral.config.appLauncherLayout.groups.stk.apps.inplace-templating.xml contains a reference to the STK apps menu which only exists if you install STK as well. Instead this bootstrap should probably be loaded separately with a IsModuleInstalledOrRegistered and if STK is not present, put the app into the DEV menu instead (just as a suggestion).
