We currently send test message used to verify the configuration of the mail system to the user who triggers the test. I've received feedback that this should be more flexible in that a tester should still be able to specify the "To:" address. I thus suggest to add a field for the recipient's email address to the first tester, but to pre-fill it with the email address set by the currently logged-in user.
