This "was" not a bug, but a feature because this was the standard behaviour of Magnolia... To remove this feature just remove the restrictions if (ServerConfiguration.getInstance().isAdmin()) { in the prepareTree method of org.mgnl.magnolia.cms.pack.trees.PackagesTreeConfiguration |

We decided to change this feature and enable users to rename packages at Public instance as well. |
