This looks like a SSL certificate which is not supported by Java, e.g. one from let's encrypt

Closing this. I just realized that ROME fetcher is deprecated. See https://github.com/rometools/rome/issues/276. So it will never support https. We should migrate the RSS feed module to use Apache HttpClient rather than the ROME fetcher.
