This with Magnolia CMS 4.5.9

Problem:
When in Public instance, IE does switch to the latest browser version available.

But when in Author instance, IE goes into compatibility mode.

Reason:
The `X-UA-Compatible meta tag` must appear straight after the title in the <head> element. No other meta tags, css links and js scripts calls can be placed before it.

When in Author instance, many meta tags are added before the `X-UA-Compatible meta tag`. That is the issue.

FYI: I double checked on the online demo for 5.0.0 & it's working just fine.

There has to be other way of fixing the problem. Moving init after area rendering would break some websites.
