 Description

When enabling UTF-8 node and select a redirect path with a name using special characters, the redirection fails (404).

Apparently when sending a redirect the path is "somewhere" (not within Magnolia) encoded with ISO 8859-1 instead of UTF-8 thus leading to a 404 error when Unicode normalization is active. E.g. รถ (o+Umlaut) is encoded as %F6 instead of %C3%B6.
Trying to enforce UTF-8 for Tomcat connector (see https://wiki.magnolia-cms.com/display/DEV/URI+encoding+in+Tomcat) didn't work either.
