Currently test-fwk "only" has the docker-compose.yml - but not the docker-compose.hybrid.yml. The latter is most handy to develop and to run UI tests locally. So far "people" (e.g. the creator of this ticket) bypass the issue by just calling docker-compose.hybrid.yml from dx-core. But that's a workaround which may fail - for instance when test-fwk and dx-core do not use same version of selenium. Furthermore dx-core requires both test-webapps, for the test-fwk so far we have limited to the author only.
