 Description   

Right now we are sharing Okta application secrets so tests can be run locally. In the future SRE will store the secrets in AWS and we need to provide a means to access that secrets so saas-tf could use them for local testing.

This integration will rely on developer AWS credentials to retrieve Okta application credentials to use in the context of saas-tf.
