Too many clicks to get to descriptions of fields

Show an unobtrusive help icon next to fields with descriptions. On click, reveal the field description in an embedded info message, as is done currently. Another click hides the description again. When the field description is visible, the help icon of that field should become the blue icon we have currently ("become obtrusive"). There's icon work pending that will likely help us define the unobtrusive icon: see here. |

Use the question mark icon in a round border for signaling a field that has a description (see linked issue). Its color should be a light gray similar (color <14>). If a field shows its description, replace the gray icon with the color variant: white question mark on blue background with white border. |

This commit(s) show the unobtrusive/obtrusive icons beside a field (which has a description) always; so that one clicks leads to the help-text. (No more need to click onto the "root-help-icon" on the header of the dialog).
