This issue is is not related to Magnolia or the way how Magnolia integrates ckeditor.
It is a (confirmed) bug on the ckeditor site. See Magicline not shown before or after elements with alignment or float .

The red line incl. the triangles, etc. is the so called "Magicline".

Zdenek proposed to add a new line automatically (before the table) when the "field" is initialized.
This way an editor still can add other text before the table.
Without this new line and when the "magicline" is missing ... it' gonna be hard if not impossible to add more text before the table.
BUT: Other editors may find such workaround "cumbrous".

You can overcome the missing "magicline": Set the mouse pointer (m.p.) into the top left field. Now use left arrow key. When m.p. is on the very left in the upper left cell, once again press left arrow key. Now You can enter a line break or text that will appear above the table.
(The same trick can be done below the table. Just start on the lower right cell. However, below the table it's not really required to use this approach.)

This said, there is no reason to apply the above proposed workaround.
However, if you want to change "new line, break, paragraph behaviour, etc.", please configure ckeditor accordingly.
