Epic Link: AX: tab order in forms

 Description

Our tab order in dialogs and detail editors, which defines how the keyboard focus moves around inside a form in such a container, has made some great strides recently. It is, however, not without problems, because it includes functions in the dialog header.

The functions in the dialog header are meta-functions and are largely unrelated to filling out the form - they should thus be taken out of the tab order. For a rationale, see MGNLUI-3547.
