 Description   

If you have long content showing up in a page preview, you sometimes get two scrollbars instead of one.

We don't want a second scrollbar as it serves no purpose. In fact, it even breaks scrolling in that, as a result of the two scrollbars showing, you may only scroll in one direction.

My guess it has to do something with more opened apps where more of them has scrollbars. When it happens and you will close other opened apps, second scrollbar disappear...
