In CKeditor with image plugin enabled: When setting a link target for an image in the "link" tab of the "image properties" dialog via the "Browse Server" button, the "Assets chooser" dialog is opened.

I would expect that the "Pages chooser" dialog should be opened. Another solution would be to provide two buttons, e.g. "Browse Assets" and "Browse Pages".

Use case:

Images are already chosen on the 'Image Info' tab of the dialog. As settings of the Link tab of the dialog would result an incuding <a> tag around the img tag, like:

It's a rare situation when the link would point to the actual image. It's more often a link to another page of the site (ex.: an image promoting an article). It would be better to have a more complete solution where the user could add any types of links (page, asset, probably even external - which is actually possible by filling the URL field on the link tab).
