None of the edit dialogs I've opened featured a title. The title should read "Edit <type of component>", e.g. "Edit text/image component" or "Edit link list component" or "Edit link".

I've increased priority since this was broken, then fixed, then broken again. Also, several people had a look at this problem so far, but couldn't fix it for different reasons each time. I think we should have a look at it soon, though.

Title itself is working as you can check for example with the Contacts App. It is probably an issue with the configuration of those dialogs in the Page Editor App. Would suggest checking the Page Editor App's configured dialogs do they define a title.
