 Description   

From a user perspective, any rejection of a publication request looks identical to a real publication request. This can be very misleading.
Also I believe that such a rejection should simply result in a notification of the author but not keep the workflow alive. Right not that underlying workItem will only be removed, if the author pushes approve and publish.

Title says it a publication request - but it actually as the notification that someone rejected my change request!
