Followup on this, our team decided to not install the workflow module so we are no longer in need of the feature from the pull request.

Hello rwilson-

Thanks for letting us know. I have gone ahead and closed the issue as outdated. The reason being is because the better approach now would be to use decorations or configure the app using YAML. So you can decorate an existing app with a decorations file. If you are creating a new app then use YAML. This way you can simply copy and paste that config. To do this I would download the pages app definition from the configuration app. Then you can get the workflow config from there.

We should really update the documentation to reflect that.
