info.magnolia.multisite.MultiSiteResourceLinker incorrectly prepends "/" to resources url if webapp is located under ROOT.

it creates
Protocol-Relative //.resources/travel-demo-theme/css/travels-magnolia~2018-02-16-15-49-04-000~cache.css
but url should be
Root-Relative /.resources/travel-demo-theme/css/travels-magnolia~2018-02-16-15-49-04-000~cache.css

This means that setups using MultiSite and are deployed under ROOT will have broken links to static resources like javascripts and css.
