Magnolia 5.5 allows you to copy-paste components from one area to another. This is not drag-and-drop, uses actions instead. Fulfills the requirement functionally.

You can now copy and paste components in the page editor. Copy-paste also works for pages in the page tree, for assets in the Assets app, and for many other items. You can add the actions to own content apps too. Release notes for Magnolia CORE 5.5
