At the bottom of the Main Package Dialog there is an area with the label "Package" that appears to show the rules associated with the package. When I define a rule to "Include" "only sub nodes" or to "Exclude" "only sub nodes" in the Access Control List and then return to the Main Package Dialog it will describe the rule as Include/Exclude "this and sub nodes". The Include/Exclude part is always right but it always says "this and sub nodes". Closing and re-opening the dialog does not help, nor does refreshing the package list and reopening.
