When trying to publish a whole workspace, it can't be done by using the REST endpoint to call the activate command since it doesn't accept the root path. When trying to do so, an UnsupportedRepositoryOperationException error is returned when checking the root node versions it seems.

The improvement would be make it so the root node isn't taken into account when trying to perform a recursive publish from root level.
