We need a mechanism to enable/disable actions (or groups/sections of them) and visualize columns based on some criteria, such as role or group the current user belongs to or whether we're on an author or public instance. The latter case just came out recently when we implemented publishing and we realized that on a public instance un/publishing actions are available whereas they shouldn't.
