The module wrongly bootstraps module node into configuration and contains duplicate (same as in in ui-admincentral module) bootstrap file config.modules.ui-admincentral.dialogs.xml

This causes problem with activation in the configuration app. Ordering of module nodes on public instance is changed after activation in configuration app
