The fix in MAGNOLIA-5007 only fixes IE 10. It seems that IE does not use an app version containing MSIE anymore.

As consequence fckeditor.js FCKeditor_IsCompatibleBrowser does not recognize IE 11 as a compatible browser.
Solution could be the second part of patch provided in MAGNOLIA-5007.
