I tested it now both on M 5.3.11-SNAPSHOT and on M 5.4.1-SNAPSHOT.
It works on the 5.3.x branch but fails on M 5.4.
I tested it by adding a bootstrap file to ./magnolia-empty-webapp/src/main/webapp/WEB-INF/bootstrap/common/config.modules.templating.abc.xml
