Steps to reproduce

1.  Create a persona with multiple cookies
2.  Open the preview app and use that persona

Expected results

1. The multiple cookies should be parsed and acted upon as configured

Actual results

# The cookies are not parsed correctly so ignore. The log contains the message
Invalid cookie_value pair 'xxxxx' for preview

Development notes

The converter, info.magnolia.personalization.cookie.CookieParameterConverter, recieves cookie pairs as comma-and-space separated list but splits this string using a dash.
This incompatibility means the string is never split to cannot be parsed.
