When perform a request, some URL special characters in query parameters will be removed/transformed when it comes to the delivery endpoint.

E.g:

• Perform a request: http://localhost:5556/dev56/.rest/delivery/destinations/v1?mgnl:created=2015-01-27T21:32:10.574+07:00
• The "plus" sign will be removed when it comes to FilteringCondition then an empty result is returned.
• Everything just works fine when I'd escape the "plus" sign to "%2B". See https://secure.n-able.com/webhelp/NC_9-1-0_SO_en/Content/SA_docs/API_Level_Integration/API_Integration_URLEncoding.html

It may related to the single quote issue which intend to use to represents a String but it doesn't work as expected due to the single quote has changed to "double single quote" when it comes to the endpoint.
