      Steps to reproduce

      1.  Query to below URL to verify the issue [ne] filter operators does not work with @name property filter:
        https://demo.magnolia-cms.com/.rest/delivery/tours/v1/?@name[ne]=Kyoto

      .. Logs, screenshots, gifs...

      Expected results

      • Fix the issue, also consider supporting NOT operator somehow

      .. Justify non-trivial expectations with a link to a doc or a relevant discussion.

      Actual results

      • Response ignore the filter operator (not equals in above case) and returning only tours which has the name as "Kyoto".
