Add config object for standard actions to configuration by code API

      We need to have a syntax such as:

      cfg.actions.openDialog(..)
cfg.actions.saveNode(..)

      etc.

      Currently none of the standard action definitions reside in ui-framework and therefore this cannot be done. They will need to be relocated there.
