The message "must be toggled manually on public instances" is displayed when I'm toggling the box on a public instance.

We could maybe generalize the message into something like

To fully disable or enable usage metrics, the checkbox must be toggled manually on all instances, author and public.

With this, when doing it on the public instance will serve as a reminder to toggle it also on the author instance.
