While working on PUBLISHING-97, I stumbled upon a key (publishingMonitor.dateformat) and some code that do something useful, but in the wrong place IMHO. It shouldn't be an app's responsibility to translate date formats, instead, they should come from UI (or core), and be supplied by us. I don't believe we have the tooling to do that yet.

User stories:

• As a non-English Magnolia user, I would like dates to be formatted in a native way, if I have updated my preferences to use Magnolia in my own language.
• As a Magnolia core/app developer, I want to be able to grab the default date format for the user in a standard way.
