Performance: Configurable JCR observation delay and the option to disable observation

      The DELAY value in info.magnolia.ui.contentapp.observation.JcrObservation can be configurable to allow flexible control on how fast the UI get refresh with JCR observations.

      Also, some more property to consider:

      • Configure the delay
      • Disable the observation
