      Steps to reproduce

      1. Create a new instance of RichText Editor in the dialog
      2. Enable styling dropdowns
      3. hover cursor on plugins in rich text editor

      Expected results

      The toolbar remains static, and I can use plugins normally

      Actual results

      The positions of the plugins in the toolbar switch when I hover the cursor over them
