This will fix that when you click on the question mark in the header of a dialog - that the fields in a sub form will get question mark icons as well. And also support turning them off.

Toggling the description visibility is not enough - we need to ensure that the visiblility state of the description is the same on the client, the server, and the child content component of the dialog.
