Could not install or update exchange-transactional module. Task 'Rename node' failed. (PathNotFoundException: /modules/ui-admincentral/config/appLauncherLayout/groups/tools)

This happens when XAA transaction module is installed before ui-admincentral. Culprit of this issue is that config.modules.ui-admincentral.config.appLauncherLayout.groups.tools.apps.activation.xml bootstrap file is placed in mgnl-bootstrap.ui-admincentral folder in activation module. So this file is bootstrapped during installation of ui-admincentral module.

I'm able reproduce this issue everytime when I install EE webapp without workflow module (installation order of modules is changed).

To prevent this issue we need to add dependency to ui-admincentral module into module descriptor of XAA.
