Steps to reproduce

1. Do a mgnl jumpstart with the magnolia-dx-core-webapp
2. configure the attached sites ( config.modules.multisite.config.sites.yaml )
   fallback has only one template: basic
   basic has only one template: redirect
3. Go to pages app and create a new page in ROOT: only the basic template is available. Name the page ‘basic’ and below basic create another page: Only the redirect template is available.
4. Now try to change the template of the top level basic page

Basic template is offered

Actual results

Only the redirect template is offered
