Can not disable page dialog

      Steps to reproduce

      1. Create a simple page template.
      2. comment the dialog 
      3. Create a new page using above template
      4. Open the page editor, still able to open action "Edit pageProperties"

      .. Logs, screenshots, gifs...

      Expected results

      ..The Edit pageProperties action must be disabled  Justify non-trivial expectations with a link to a doc or a relevant discussion.

      Actual results

      The Edit pageProperties action still enabled
