We removed the default configured receiver in PUBLISHING-318, and effectively made receivers optional for single instance development and deployments. However, in case MicroProfile Config is not loaded properly, or receivers are misconfigured, this could go unnoticed. Worse: publishing in the UI will work and correctly change status, while no content goes to any public instance.
